Ok. There's one huge problem with your theory.

The SI is a dumb A.I responsible for the wellbeing of New Mombasa. It's in charge of Transportation, Emergencies, clean up--your usual city caretaker stuff.

Why would the SI be in an ONI Officers drop pod?

it be true its not author it means authentication. Which means Dare needed to type in a code or something to allow him access to the AI's information.
