Very little is directly revealed or said about DARE, making her as mysterious as the Forrunners to the average fan. Using sources from OXM, Bungie.net, and other Halo Databases I have compiled a speculation on just who DARE might be.

The E3 2009 Campagin Developer Walkthrough part 1 of ODST shows the Rookie download a map from the Superintendent via public phone booth. As he downloads this it is shown that DARE is an author of either the Superintendent himself or the author of the map. (This was brought to me by a thread on the ODST forums, for more information go here, thanks!)
During the download it mentions DARE as it reads: AUTH:[DARE.V.500341(S1)]
This mentioning of an S1, especially so close to DARE, made me think of another source about ODST...

The January 2009 issue of Official Xbox Magazine (issue #92) features an interview with Joseph Staten all about Halo 3:ODST (back when it was still being called Halo 3: RECON). The subject of S1s were brought up. J.Staten could not say anything more than that S1s were not Spartans, as it might lead some to believe.
So DARE is an S1. We know that she works directly for the ONI, Office of Naval Intelligence, meaning that she is high ranked in the UNSC. Further reasearch on S1s in Halo canon bought up JOTUN farm machinery, civilian warthogs, and finally DARE. (Whose first name is Veronica... didn't know that).

So DARE of the ONI redirects the ODSTs to another mission on the surface of New Mombassa (Rather than above it in Regret's carrier. Could this mission be a recovery of Intelligence files to protect them from the Covenant invasion?
That's my theory.

I've seen theories about DARE betraying her squad and I, along with those forum authors, want to keep those discussions in their respective threads. I'm not trying to steal anyone's thunder.

**Post any sort of theories or speculations about the mystery of DARE and its involvement in Halo 3: ODST's plot. I would prefer that they have citations from videos or databases.

Dude, awesome. I never thought of that she might be a Spartan 1 from the S1. Then again, she seems a little too young for me to be a S1, because, I'm sure you know, Johnson is a S1, and he's quite older than Veronica. The ORION project, the name of the Spartan 1 project, happened before the Covenant began the war at Harvest, over 20 years before Halo: Combat Evolved.

Sorry, but no. Dare is not S4, because there are no such things as S4's. And besides, it's a tag in Firefight, which is not canon, which is confirmed.

Auth doesn't mean author, it means authorization. Dare gave herself and her squad access to some of the superintendents programs including map, and probably garbage trucks.

S1 if anything stands for Section 1 of ONI. She isn't a spartan in any way shape or form. First off look at her...right there gives it away. Just accept the fact that she is a normal human like the rest of the humans in the game. I highly doubt she will betray her squad. First off there is no hint of this ever happening. Second off she specifically asked for a squad to help her...why would she betray them. Bungie already said that there are NO spartans in the game.

Thanks for this post. It supports my thoughts and adds in some new ones:)

I feel that all these forums suggesting that Dare's a villain have it wrong. If she does anything villainous, it is for the sake of the mission, which ONI personnel have been known to do anything to accomplish. I think there has to be some sort of plot twist involving Dare, and her association with ONI and Section 1 has something to do with it.

I notice that in the main post, there's mentions of JOTUNs, meaning that ONI and Dare's involvement could reach all the way back to Harvest?

yeah, Dare is probably redirecting the ODSTs on a different mission than what they expected (attacking the carrier). Buck must have been in on it too because in the first cutscene, he gave Romeo and sniper instead of a shotgun causing Romeo to say "What am supposed to do with this inside a covenant ship?"

Whether Dares mission is to recover stuff from the superintendent or not will not be known until the games release
