To settle this:
When you play Halo 1/2/3 you're playing as the Masterchief most of the time, the Masterchief is a biologically enhanced super human. Spartans had an average height of 7 feet, compare that to a normal human at 5' 11" - 6' 2" and you'll see the difference. Add to that the fact that the Chief has a hugely bulky set of powered armor, and he becomes even taller and massive. A Spartan could generally see eye to eye with an Elite or Brute, a normal human would have to look up at them do to their inferior height.
The Arbiter in Halo Wars is a different Elite than the one you fight with and against in Halo 2/3. Obviously he's going to have a slightly different build than the Arbiter you see in Halo2/3, so you can't really compare the two. The Arbiter in Halo Wars was physically fit, well nourished Elite in his prime, whereas the Arbiter in Halo2/3 was locked away in a Covenant prison before taking up his role...
Bottom line, they're different games with different characters, you can't compare them to each other in any category except story line. People who try and compare different genres of games need to rethink what they're trying to do, since it's like comparing apples to oranges.
