Most likely Elites and a very small chance of Brutes. There will definitely be Grunts and Jackals and some Hunters. But I hope Bungie goes back to the Halo:CE Covenant because they were challenging. I remember when killing elites rushing them blasting the gun away right before you could melee them they would jump to the side and then melee you. Jackals and Hunters were also challenging. Grunts were just not scared as easily unless you killed the Elites.
Actually, I found the Jackals to be the main thing that was challenging, compared to Halo 2 AI, here is my observation on the Halo CE Covenant AI.
The Elites did constantly strafe, or in a bizarre manner, instantly strafe a grenade thrown in front of them, but mostly, they would rather shoot you face to face, instead of meleeing you as often as Halo 2 Elites, however, their determination to jump away from a nearby grenade was notable in this game.
Grunts, even on legendary would typically run for a few seconds after killing a nearby ally, however, after running around for roughly five seconds, they would instantly turn around, and fire at you, until you kill another ally, then they proceed to repeat the fear process, with elites around however, they don't run away as often as they do with other allies.
The Hunters were a joke in Halo CE, I only found them to be challenging when you are forced to fight them from a distance.
The Jackals, on the other hand, were tough and brutal, even when you try to lob grenades at them in vain, while trying to find some cover to recharge your shields, they would slowly advance upon you, and on legendary, a single jackal could strip your shields away instantly, and deal some punishing damage to your health bar, and even from long range, they would constanly fire charged shots at you, which were surprisingly hard to dodge sometimes.
