I don't know about the two disk idea but heres my prefect idea:
Step 1: Build the map's scenery. This includes placing rocks, trees, raising the water level, making hills, painting the ground (textures).
Step 2: Build the structures. You can create walls, floors, doors, switches, and much more. Also, there is an option to put down pre made buildings. No collide can be turned on to facilitate building.
Step 3: Essentially Forge mode. You can place down weapons, grenades, equipment, and vehicles.
If Bungie made that I would probably just stay in a comatose state for several years in shock.

It would be simpler, if only to not end up being as epic fail as Far Cry 2's. I admit it was impressive but it lacked the detail Halo demands. If you gave players different canvases like Deserts, Forests and Tundra, and then let them change the relief of the terrain, vegetation and then buildings and weapons. Buildings would need to be sections that snap together on doors and archways. Then you would brush it off and Forge it up on the 1st disc?

OFF TOPIC: Forging Firefight maps = win

If anything, Forge should be the map editor/map creator for the beginners, or they should add an advanced section to Halo: Reach's map editor. Reach's true map editor shouldn't be limited by the least common denominator. The people who are serious about this should get what they want, because those features add serious replay ability to the game.
