there was never a second wae of s2's and all of the s3's weren't at reach. while reach was being attacked they were still on onyx or they were already on a different missionActually, we don't know if there was a second wave of Spartan-II's. The books never confirm or deny the exsistence of them.
Spartan-III's though wouldn't be on Reach. Team Alpha all died on some mission, then Team Beta all died aside from 2 Spartans, which were used to train Team Gamma. Around like 15 Spartans from Team Gamma stayed on Onyx while the rest of them, around 300, went off to somewhere that we don't know.
But team Gamma left weeks after Reach.
Ghosts of onyx confirms that the class two spartans never made it past the selection process due to the lack of geneticly compatible, Col James ackerson himself states this, and because of the lack of candidates, funding was diverted away, and the DI's and Mendez were transferred to the Spartan III programme by ackerson, at Kurts request.
This basicly stomps the whole , Class II spartan II's on reach Idea into the dust

Halopedia, is not written by bungie, it is written by fans, I know this because I wrote one or two of the articles in halo pedia about the forerunners, I also know that halo pedia is not fact, just like wikipedia it relies on users information to run, therefore it cannot be used as fact. The books however as objects of canon can be used as fact, trust me on this I have researched this topic thoroughly.
