I don't think that there will be any Flood in Reach, unless Bungie decides to pull a "Halo Wars" and throw them in, despite it not making much sense. (The Flood were officially declassified after the events on Installation 04 of Combat Evolved.)We don't know if the Flood were declassified after the events of Halo 1. It was never stated that.
The PoA does go through events from August 30 (Reach invaded and falls) until September 22 (end of Halo 1), but in "real time" everybody not effected by the Forerunner crystal (i.e. anyone not near the PoA/Chief/Halo) when it was September 22 in the Chief's time-dilated reality, it was September 7 in the "real" reality.
This is due to time dilation. Since light is the theoretical fastest speed, the closer to the speed of light you travel, the slow time occurs for you. This was demonstrated by an experiment which flew an atom on each of a pair of planes which flew at different speeds. The one on the faster plane's "atomic clocK" was now older than the one on the slower plane (further from the speed of light).
So Chief was basically the atom on the faster plane in Halo 1. The clocks onboard all registered September 23, but that was just an illusion of time dilation. The "slow clock" of reality read September 7.
Don't know how well I explained that. Another example is the "Room of Spirit and Time/Hyperbolic Time Chamber" from Dragonball Z. They train inside of the Hyperbolic Time Chamber and train for a full year within, encased in a field of some time-dilating effect. On the outside world, only a day goes by.
So the Hyperbolic Time Chamber is Halo and the surrounding space, and the Outside World is the rest of the Galaxy. So, in a sense, Halo REACH will probably be running before, during, and possibly after Halo 1.
So even if the Flood were declassified after Halo 1 (don't know where this was stated) they can still be in Reach because we don't know how long the game will run in terms of the canon. Maybe it starts out on August 30 and we continue on missions which occur over 3-7 days.
