To balance weapons for multiplayer I think there should be less weapons. But don't worry any weapons left out will be in forge and custom games.

The problem with the AR and the BR was that only a small amount of distance would decide wether the AR or the BR would win, which proves frustrating.

a part solution is to incorporate a middle man, The pistol.
This won't solve knowing what ranges to use AR/BR but it means you have the versitility of ranges.

Pistol > AR (at long range)
Pistol > BR (at short range)

(Just before I move on I will say scrap dual weilding or just leave it as an option on custom games)

List of weapons to scrap (put into custom games only):

Carbine (its just an utterly pointless version of the BR)
All Brute weapons (Except maybe the brute shot as it is somewhat unique)

you DO know that the carbine is stronger than the BR if you can land all shots, right? and you do know that a brute shot > AR at close range too, in every aspect? (fire + beatdown or just regular fire).

Yes but there are too many clones of weapons even if they do differ slightly from their counterparts.

I.e SMG = SPIKER (just slightly different)

Scrap the Carbine? Really? The carbine is much more balanced than the BR. Yes the BR has been toned down since Halo 2 but it is still overpowered and overused. The BR needs to become a lot less common.

why only keep the human weapons then? why remove every laser/alien weapons?

basically, all you want in MM are 3 weapons : pistol (of your conception), ar and br. no variety at all.
even though most weapons are clones of others, they add variety. the spikers do a lot more damage than the AR if the target isn't moving btw, plasma rifles are for fire and melee, etc. they all have a purpose.

they're very specific weapons, that require the right situation, or else they're useless. if you don't like em... ignore them, but don't remove them from MM for everybody.

Yeah I guess, Balancing is hard and most games don't get it right. (Just a note)

In that case make the BR more like the Carbine and then scrap the carbine.

No I didn't mean it like that, I just think that with the amount of weapon clones weapons lose their individuality.

And in what you say there is really only almost unoticeable differences

I mean I really hope they make plasma weapons more powerful.

Here’s what Luke had to say about the differences in treatment between the Spartans and Elites in Reach:

“Instead of piece-by-piece customization like the Spartans, Elite customization is a full model swap with models selected from the various Elite classes appearing throughout the Campaign. There are all kinds of reasons for this, not the least of which is our continued emphasis on the Spartan as your identity in Reach.”

Do NOT scrap the carbine. Just adjust the BR so that the Carbine has more of a role in combat.

Close to Short Range:
AR

Short Range:
Pistol

Medium Short Range:
Carbine

Medium Long Range:
BR (3x scope, more time between bursts)

Each weapon has a range of effect, and each range of effect should overlap with the next longer ranged weapon's effective range.

So the AR is more effective the closer you are, and then at the AR's maximum range, it gets less effective while the magnum gets more effective, until it reaches Carbine range, and then finally BR range.
