Goldeneye is let down by inconsistencies in continuity (I'm sure I had a grenade launcher when I got into that lift, where did I put it?), and the limitations of the N64 controller.
Plus the game style is markedly different to Halo, GE is a mission objective based game, much of the challenge and fun comes in exploring the level in order to figure out the best way of completing set objectives, whereas Halo is action based, the fun comes from surviving each encounter, and the objectives are never more complex than 'go here'.
It's difficult to compare the two in singleplayer, as the only thing they really share is their perspective. In multiplayer, Halo takes it easily, because of the Goldeneye control limitations, and because its weapon balance is infinitely superior
If you want a sucessor to Goldeneye as an objective based FPS, look to Timesplitters 2 (which is probably the best fun you can have with a console FPS in multiplayer, and as all those mad challenges to do).
We'll see what EA can come up with for Goldeneye 2.
