Here’s what Luke had to say about the differences in treatment between the Spartans and Elites in Reach:

Yeah. Instead of limiting the number of enemies, increase it. Add the Brutes and maybe even some cut enemies. I'd love to see the Drinol in this game. Doberman Gator anyone?

The Brutes played a security role after the events of Contact Harvest up untill the events of Halo 2. The Battle of Reach was a fullscale invasion so there was no need for Brutes to be present there.
Not even as tough infantry, like Storm Troopers?

Brutes aren't the brightest, but they have the toughness that every other Covenant but Elites and Hunters.

And with a full scale invasion, I would think that the Covenant would use every tool at their disposal. And the Brutes do fill a niche as front line infantry or extra tough battalions, and prisoner escorts.

My problems [with Reach] are basically just full parties, mlg, and people who go out of their way not to get killed.

The invasion and takeover of Reach was done by Elites. I know the same could be said about New Mombasa, but Bungie knows we want to fight Elites again.

Brutes wouldn't make sense -- hell, strictly canon-wise, Elites wouldn't make sense. Neither was on the field. So I understand the logic.

But I want Brutes and Elites to be enemies one encounters in the game, and I hope it makes sense. It is an opportunity to make fighting in the campaign that much more multi-layered, that you have to say "this is a squad led by a Brute, this is how they'll act" or "this is a squad led by an Elite, this is how the'll act." Or the most curious part, "there are Elites and Brutes here, I don't know how who's in charge." I hope to see that sort of mixed dynamic.

I appreciate the canon of the story and how well-kept it is so far (not infallible, just well-kept considering). Canon needs to be twisted in the face of fun games, though. If there need be a weird explanation for why there are so many Brutes on this side of Reach, I'm totally okay with that. As long as it means we get Brutes and Elites to mix up the enemy combat style.
