I think it may be a Spartan in older MJOLNR armor or a mech suit retro-fitted with MJOLNR Mark IV power supplies seeing how the older units had to be connected to a giant generator.

Bear in mind that Reach doesnt have to be based solely on one battle. The book gave a substantial section to the history of the SPARTAN IIs. Whats stopping the game from doing the same. Sam could make an appearance.

Sam was never on Reach. He died 27 years before. He may be in a cutscene, but probably won't be playable.

The process was brutal, and likely contributed to many defects in his limbs, but there is no other explanation. Who was this elite exactly? A prisoner of war. After the humans ran out of toddlers to train they got creative and used nearly anything they could to preserve humanity.

It may seem far fetched but an Elite in Mjolnir armour could be simply devastating after the wounds began to heal and the armour fused with the body due to extensive pressure. Consider this tidbit a thanks to the kind and understanding people of Bungie.net.

Here’s what Luke had to say about the differences in treatment between the Spartans and Elites in Reach:

“Instead of piece-by-piece customization like the Spartans, Elite customization is a full model swap with models selected from the various Elite classes appearing throughout the Campaign. There are all kinds of reasons for this, not the least of which is our continued emphasis on the Spartan as your identity in Reach.”
