Semi auto means that you get one shot with one pull of the trigger, and that the next cartridge is automatically chambered by a mechanical mechanism on the gun, either delayed-blowback or gas-operated bolt.
Halo's engine is coded a little differently though. Even with a pump-action shotgun, you can hold down the trigger, and the gun will fire, the chief will pump it, and it will fire again. The pistol works the same way. The sniper was made differently because you have only 4 shots, and you wouldn't want them all to go off accidentally, now would you? If it simulated automatic fire (like the pistol and shotgun do) then you could burn through a clip of sniper pretty quickly. A semi-auto can fire pretty quickly in the hands of a skilled operator
Also, I am opposed to increasing the clip size of the rifle, because its a balance issue, and I thought the 4 rounds were well-balanced in Halo.
