1.) First I would like to have forge able campaign maps like Bungie has a big maps going from a grassy sunny area to a storming rugged terrain and being able to place objects from Halo Reach's campaign like where you get weapons drops, marine reinforcements, and different set objectives you would have to do like destroy a Covenant supply camp or defend an base. I know people will say that it would be impossible to set enemy routes without programming with computers but I was thinking that you could make a circular, or a square area where you could set how big it is and they would walk around in that area. You could also pick any enemy seen in Reach and give them any weapon to spawn with.

2.) I would like to see some more weapons then just like 7 weapons per each side but you there is a wide choice of 15 or 16 weapons per a side.

That's mostly what I would like to see in Reach because these idea would give Halo: Reach a new view on probably the last Halo game and these would have Halo go out with a bang.

i agree with your intentions but i dont think it'd work too well, as people would just cheat to get skulls and to complete the campaign. itd completely take challenge out of the game unless you want there to be some.

1 - you said it yourself : you need a computer.
plus, it's too advanced to be released to the public. Halo belongs to MS, and if they give you too much power to make maps, they won't be able to sell map packs anymore.

2 - problem is, you'd end up with like THIRTY weapons.. in H3, half of the weapons are clones of others (smg / spiker / plasma rifle, etc). you'd only add more clones and redundant weapons.
but having the possibility to choose all weapons available would be good.

You are still forgetting that in halo 3 you can forge multi player maps and you can not use those maps to cheat of get extra XP, so why would it be any different for the campaign

you said so yourself, enemy placement, one could simply decide to not put any enemies down and voila! one clean run.
another example is that you could spawn a scorpion where you are meant to snipe,etc,etc
