I never heard of Halo 2 XBOX mods, other than some guy who was modding types, and said he modded. Of course, he got banned.

And Halo 3 should have mods, but according to Bungie, modding = ban.
I know Bungie don't ban for mods...its Microsofts doing.
Bungie has made some sort of an agreement to Halo 3 Xbox360 modders, who use the developer 360's to disable .xex map checksum.
they agree not to ban them, on the condition they keep to custom games and research purposes.
which in my eyes mean, Bungie does care about the modding community, but since Microsoft owns the Halo IP, they are -blam!-.

What announcement was made last week that I missed out on? And I agree, I'd rather have H3PC, ODSTPC, or ReachPC, even if solely for the fact that my PC could run it better (an nicer looking) than the xbox - and I'd get to use my keyboard and mouse/play actual custom maps (assuming it'd come with a new HEK.)

Actually, people with developer xbox 360's wouldn't get banned at all in the first place. They are supposed to have a licences from Microsoft to use those developer 360's. And also, developer 360's can't connect to xbox live. They use a separate online service called PartnerNet. So Bungie didn't make any deal with them whatsoever. They were allowed to mod maps already as long as they legally obtained their developer 360's which some people didn't.

Now Bungie did agree not to ban people caught playing modded maps or gametypes on the regular Xbox 360 in custom games or forge. But really, including an HEK with Halo 3 PC, the average player wouldn't know how to use it. And it get's more complicated as the game gets newer.

Also, if ODST is released for PC, knowing the past HEK's, another HEK would not be released for ODST because ODST does not have any multiplayer modes. It only has Campaign and Firefight. And Firefight mode is the same as campaign except instead of a story mode, you fight waves of enemies. I doubt Halo 3 PC will allow you to edit AI with the HEK. If it doesn't let you, then there's no way you're getting an HEK for ODST.

Well for ODST, you won't really need an SDK because there isn't any multiplayer/custom games for ODST. Firefight works just like campaign does. And as far as I know, you can't add new campaign levels to Halo games which is why there won't be any DLC for ODST with the exception of the Halo: Reach Beta. In fact, I don't think there will be any updates for ODST at all. No patches whatsoever. The campaign in Halo 3 couldn't be patched at all so the same would apply with ODST's campaign and firefight mode. The only possible patch would be for the netcode for co-op. So basically, there really isn't anything to mod in ODST.

Well if were aloud to mod the game people could also sorts of things New campaign, new modes IE Better Halo version of Zombies. Anythings possible when people can mod a game.

Look at all of Valves games. Counter Strike is the best example as it is a mod of Half Life and is one of the most popular FPS ever

Ahh, but Counter Strike doesn't have a campaign. To the best of my knowledge, campaign in most campaigns is very tricky to mod. You can't really change much about the campaign let alone add new campaign modes and missions without the original tools used to make the actual game. An HEK is not the same tool used to make every aspect of the Halo games.

Condition Zero has a basic "Mission" campagin. And also, HL/HL2 has loads of SP mods as well.

Oh, and on the 360 version of Halo 3, they say that modded content = file share and matchmaking ban. It says so on the things that say stuff like "Giving out your password wont give you recon" or "Report Cheaters ASAP!'

Actually, they said putting modded content in your fileshare equals a ban. But it seems that as long as you only play it in custom games, then you'll be fine.

It really depends on what modding tools are available to the users. Ever heard of a total conversion mod? Of course not. You're not a PC gamer.

Here's something nifty, though: With the SDK provided by Valve, and enough time and dedication, someone could make a single-player campaign for Counter-Strike. One could even use the resources available in Counter-Strike to make a different game entirely.

Given that, if players had access to something as powerful as the SDK in Halo 3, not only would modding the original campaign be possible, but the addition of campaign maps would also be possible.

you noticed how they gave 2 campaign modes for the 360 version, for Far Cry 1 and 2 in one game?
You'll get to play through the entire FCI storyline, which you'll actually have to do to unlock the Evolution story. While the FCI mode is great, it's already been released.

WITH SUFFICIENT TOOLS, MODDING FOR A PC GAME, REGARDLESS OF WHETHER IT'S FULLY SINGLE-PLAYER OR MULTIPLAYER, YIELDS FAR MORE POSSIBILITIES THAN ANYTHING THAT COULD BE DONE ON A CONSOLE.

This includes making a single-player game become multiplayer, making a single player mode for a multiplayer-only game, adding new maps/levels for single-player campaigns, changing existing single-player levels, altering physics/gameplay/weapons/characters, altering or creating weapons/maps/characters/modes/gameplay in a multiplayer game, using the resources/engine for a total conversion of the game, and any combination of the aforementioned.

I hope you got that, cause if I hear any more stupidity from you dumb console kids cluttering what could have been a productive thread, I'm gonna find you and shove a copy of Half-Life, UT, or Quake in your face until you finally get the damn message.
