From the footage I've seen from E3 2003 and recent stuff, I'd have to say Halo 2.
Doom 3 has really chunky polygons that are hidden by excessive bump mapping.
Halo 2 uses the smooth polygon structures from halo and just gives them a bump map overhaul. Being able to use bump mapping is no excuse to go around and make chunky polygon figures, I can see past the bump mapping you know... when the polygons move you can see it slightly.
