Well i have watched the Halo Reach Announcement Trailer multiple times, and using what Bungie has given us through that trailer i will now tell you what i would do to make it.
CAMPAIGN
After the Trailer we are aware of the two i identified characters, Sierra 320, and Sierra 259. Now obviously they can't be Spartan II's, they only go through 150. So they have to be the "improved Spartans" the Spartan III.

If i designed the Campaign this is how it would play out
Since not a whole lot is known about the Spartan III we will probably go through their training in a short "introduction" mission first.
Then if i was Bungie i would make another training mission, something similar to the chapter in Halo: The fall of Reach, when they desert the Spartan's on a unknown island and they have to find there way back. That was the chapter when the made John the leader of the group.
What i would do next is i would make a mission kind of like when John took his team into a Covenant ship and plant a nuke in it, like in the beginning of the book. But since most of the Spartan III missions resulted in a 100% fatality rate i would have the mission go wrong or have some sort of twist in it.
Now after that i believe after the first 3 missions the Next part of the campaign should take place mostly on the planet Reach.
The missions should be based on taking control of a covenant strong-hold. Mostly a stealth based operation, not so much straight up war. However there should be a couple of missions when you work with one of the main army's and you could be they guy in the tank/warthog.
The last few missions should trying to get inside of the Covenant Capital ship. Getting in it and then stop them from glassing Reach. However your act will fail, and Reach gets glassed.
Make the Legendary ending with Captain Key's and Cortana as they are trying to boost out of Reach and land at Halo.
The main character should be one of the Spartan's that doesn't die until the end. Most of your Spartan squad mates should die, due to the Spartan III near 100% mortality rate.
You should fight ALL enemy's you have previously fought, EXCEPT THE FLOOD

OXM made a left field guess that... Reach will be Class Based and Squad based
Why would they say that? I have a feeling that they wouldn't go around saying that without other proof though. I personally think Bungie showed OXM more than they are revealing but asked OXM not to say it to the Public

We know it will be squad based game. Now if you look at the picture there are five Spartan's there.
Personally i think there will be five classes.
I don't think there should be a selection of classes, I think it should be like how L4D did their zombie spawns and make it random.
If i got to make the classes these would be the classes
Power Assault
Starting Weapon: Assault Rifle
Secondary Weapon: Magnum(x2 scope)
Grenade: Frag
Equipment: Frag Launcher
Demolition
Starting Weapon: Shotgun (only instant kill at point blank)
Secondary Weapon: Semi-Auto Weapon (like cod4's G3, low power, 10 shot kill)
Grenade: Frag
Equipment: Trip mine
Scout
Starting Weapon: Sniper (3 body shots, 1 head shot kill)
Secondary Weapon: Magnum(no scope)
Grenade: Frag
Equipment:
Stealth
Starting Weapon: Silenced SMG (3/4 the power of Assault Rifle ,more effective at closer range)
Secondary Silenced: Auto-Mag(x2 scope) (3/4's power as normal magnum)
Grenade: Stun
Equipment: C4/knife
Heavy
Starting Weapon: a deploy able turret (like what the grunts did in H2)
Secondary Weapon:Magnum(no scope)
Grenade: Frag
Equipment: Ammo Box
UPGRADES
Have a weapon upgrade system, in which you can get your Starting Weapon upgraded either Picking up the Upgrade, or getting a kill streak of so many
NOTE
Having this will make some of your so loved weapons De-powered
Assault
AR turns into a BR
Demolition
Shotgun gets a longer Instant kill range
Scout
Sniper becomes 2 shot body, Head range becomes bigger
Stealth
Silenced SMG gets the exact same stats as the assault rifle but even more effective at close range
Heavy
Turret Deploys Faster, Shoots Faster, Accuracy Increases
Pick Ups
Since Upgrade's are available by picking them up... there should be a cameo on the map, Over shield, a invincibility, and equipment. There should be Covenant weapon's and other power weapons on the map.
Over shield's should be like MLG's with a times x2 shield.
There should be New Equipment and it should be see more often in gameplay
MAPS
The maps should all have a base on both ends. On bigger maps there should be Fort's in between the Bases.
ALL Maps should have multiple spawn hives, similar to the pipes on ghost town.
All players spawn on a base, fort, or spawn hive. NO EXCEPTIONS.
All power weapons should spawn in the open area of the map
NO POWER WEAPON SPAWNS IN THE BASE
By doing this all of your spawn killing will be token care of.
You will spawn with your team at your base or fort and run out as a group trying to get control of another fort or make a break for a power weapon.
That way you will spawn in your fort, which will give you a Vantage Point against your enemy with the power weapon when you spawn.
This will give a Trench warfare game play. Which will make it Balanced.
Game Types and Play list
All game types from Halo 3 should be kept
New Game type Conquest
Since all maps will have forts in them, A conquest to take control of the fort's would be pretty cool. Something similar to battle field
Match Making

Select Class
Game types: Slayer, Oddball, KOTH
Team Slayer
10 Player
Random Class...1 of each

Custom Games, Forge, and Theater
Custom games
Custom games should be left alone really
The only thing i would add is more customization for the game types
Forge
Forge needs upgraded
Focus more on Forge than anything else really
Complete Map maker would be Awesome
The main thing would like to see is a complete change of scenery
Theater
Please make Film Clips easier to view in party's
Make it so you can Rewind in Campaign
Plus Film Clips in Campaign would be Nice
