If you use the AR properly you can beat battle rifle users easily at close range. Just use your AR like you would a BR, except aim for the center of mass, burst fire when neccesary, but continue strafing, jumping, ect. as you normally would. Its tempting to run in a beeline, but this is the quickest way to die.
The silenced SMG isn't going to see the light of multiplayer. Its a campaign only weapon for a reason, its very overpowered.
I'll try to be brief, but the main weakness of the SMG is it's huge spread cone, which makes it hard to keep the SMG efficient over a medium-close range (I use four ranges btw, Long, Medium, Close, and Melee, most people lump the last two together). The silenced SMG has a narrowed spread cone, much like the Spiker (who's major weakness is the slow speed of it's shots.) Its almost like combining both the guns to eliminiate either's weakness, so it would easily overpower all the other close range weapons and it's implementation would lead to the sandbox needing to be rebalanced.
You need it in ODST because you are a shieldless weakling fighting a bunch of shielded close range loving opponents, but when fighting in multiplayer it would be too powerful.
