If you can prove this with a quote from Bungie, that would be great. Otherwise, who says they won't add it? It is extremely popular and if they even have to, collaborate with the guys that made ninja guiden or whatever, not that complicated. Bungie builds their games based on what the fans want, their statistics probably show that Hayabusa is popular.

hayabusa is under COPYRIGHTS and has been registered by Team Ninja, NOT by Bungie.
Team Ninja has been disolved and what's left of the studio is working in a METROID game. if Bungie used hayabusa again, they'd get sued and loose money and be forced to remove it, because that is STEALING, and anything that's copyrighted is protected against it.
Says who? It's not called "Ryu Hayabusa" armor, nor is it called Hayabusa© armor. The armor, while similar, does not look exactly like Ryu Hayabusa. Suzuki isn't being sued for using the name "Hayabusa" as the title for their sport bikes; it's a word that means "Falcon", and as long as the armor doesn't have "Ryu" in front of it, that's all it is.
Compare This to this. Similar, but realistically no where near exact. Wheras Spartan-458 in DOA4 is directly slated as a non-canon Spartan from the Halo universe, and copyrights are given where due toward Bungie and the Halo franchise.
Unless you have real stalwart proof that they couldn't possibly add it (A statement from Bungie, or copyrights given to Team Ninja on Halo 3), your topic is as much speculation as all the time travel theories, or expectancy of class based gameplay in this forum.
the katana is an exact replica (and I mean "EXACT") of the katana he uses though.

anybody who've played DoA or NG or that's not a total halo fanboy knows that this armor directly comes from the ninja (hence it's extreme resemblance). look at the top part of the helmet (the silver part), it's obvious it is the same piece of armor Ryu uses, except that it's been slightly redesigned and stylized... I doubt it's news to you though.
the point of having that armor in the game was a kind of trade with TN, a mutual inside joke that is not even canonically correct (H3 is the ONLY place you can ever read the name Hayabusa referring to an armor, which is not a lot considering all the media surrounding Halo).
