Yes, I do want BRs back, they are the one of the few 'realistic' weapons in the Halo series. I mean 'realistic' in the sense that you expect to see a weapon like that on a battlefield.
As I hope that reach will take a more tactical approach to combat, such as a greater emphasis on cover, fire and movement, and a more 'modern' set of vehicles, situations, and weapons, I also hope that the BR makes a return. Unlike the 'scoped' pistol, the BR at least makes some sense. Remember, the scoped pistol and the BR have roughly the same tactics, medium range accurate fire. Given that such a weapon should exist in Halo: Reach, I prefer the BR.
Now, how to balance it? Easy, add movement to the accuracy considerations. Give the BR a healthy loss of accuracy when moving, so that to really use the BR to its full potential, you have to be more or less stationary. (now, this will only make sense in a larger overhaul of the Halo multiplayer and single player combat. An overhaul that moves combat away from firing on the move, away from the gameplay styles used by everyone who plays Halo multiplayer { and CoD multiplayer for that matter} to something less twitchy ) Furthermore, the BR damage can be tweaked so that it takes say 15 rounds to kill someone, not 5 bursts of which maybe 2/3s of the rounds hit.
I think that the BR can be balanced and that it is necessary for a proper, in my opinion, approach to Halo: Reach.
