As an idea, make the covenant campaign more on stealth, with vehicile combat, as well as with some banshee dog fights.
Anyway, if flood are in the game, then those missions would be an even mix with ground and vehicle combat, similar to quarantine zone, except with better level design, improved ambience, and certainly less sentinels. The levels should involve escaping, rather than trying to fight the flood in human cities, the longer you stay at an area, the flood gradually spawn in greater numbers, until they overrun the player who didn't escape in time.
Just an idea, also, their should be less elite allies, and more grunt and jackal allies, with an engineer or two that follows the player, hunter allies should be rare, the same goes for brute allies, as brutes tend to work with their own teams with no elites in them.
