gameplay > storyline.
health packs = backtracking = bad and thats why all games or almost all games got rid of them.

more like, ODST have health packs so what's YOUR point?

ODSTs have inferior armors and are normal humans. not even saying there are countless of healthpacks in the city (I mean, a lot, you never have to backtrack unless you suck a lot)... it makes the game kinda easy. unlike spartans with genetical augmentations, superior armors etc.

however, go play halo CE in legendary, see if you're not always in need of healthpack and backtracking to where some were.

:| saying "don't cry" or anything implying im going crazy on the internet doesn't make you cool.
and again, gameplay > story. even if they have to break the cannon (see : halo wars. spartans had shields for gameplay purpose).
I'm surprised humanity invented cellular regeneration for spartans during the covenant war. ever thought it was because healthpacks were the good stuff back then, and in all fps? now, it's regenerating system that rule.

and sorry to shatter your dreams and make you cry (see what I did there?) ... but Reach is actually a few days before HCE. not way before.

Im Canadian Eh!

Yes, most likely. The Spartans at the time of reach, if you read the book, were using early proto-type amour. It really depends when the start the game off. At the beginning, witch would be cool. Or the end. Witch would be alright. Either way. Health will probably be in there. The way they are doing ODST works great. So they will probably will be doing something like it. Most likely building off the ODST engine, Because, like bungie said them selfs, its probably the best game they have done- Referring to Finishing it. They said there is nothing more they could have done to make it better.

In conclusion, Yes, Reach will most likely have health pack.. AND ELITES TOO ! :D
