No, health systems and life packs, etc. Do not work with online multi-player games. Campaign was the main feature for "Halo 1", mutli-player was an added bonus.
Halo 2 and 3 are leading more to the multi-player and you do not see health systems, or life packs.
Halo 3: ODST is not a multi-player game in the same way Halo 2 and 3 are. So things like life packs, and a health system can be added in.
If Halo Reach is a multi-player game like Halo 2 and 3 were then you can assume life packs and health systems will not be in the multi-player matchmaking aspect.
Although they could add a firefight mode with health and life packs, the campaign could have health and life packs and stuff. But I highly doubt life packs and health being in the matchmaking aspect of things.
Oh also, no overpowered pistol either.
