Bungie has said that they tend not to take features away from their successive releases. If anything, they have proven that they expand on existing features and add new ones to each release.
This begs the question: Whats next for forge? The custom gametypes and map configs have been hugely successful in Halo3, so the logical next step is making these resources available in Campaign.
Just imagine the possibilities. the halo reach campaign is over, you have beaten all of the scoring checkpoints, found everything. So then you go into Campaign Forge and make a brand new campaign to play, or download someone else's. Just the idea of having doors that wont open unless you deflect a rocket at it with a gravity hammer, or adding in any combination of enemies, placing weapons anywhere, griffbal campaign mission, or even just a wave of like 100 unarmed grunts to mow down or set a trap for.
When i think of tools like this, it seems like the main possibility is user created COD style missions. By this i mean that there are no cutscenes, only scripted setpiece events.
THis seems like the next logical step for Halo. Not to mention the fact that they could make new campaign levels to either integrate into the existing campaign or use for forge.
PS: I like the idea of using the microphones from rockband to add new dialogue
