As I've posted on 2 other threads already:
If you want to get specific about it, then Reach is a planet controlled by the UNSC which is largely militaristic. It is used as a shipyard for alot of the ships as well. The planet was thought to be impregnable due to the orbital MAC (Magnetic Acceleration Cannon if I remember right) stations that could punch a hole through a covenant cruiser and the large military presence. This thought was largely believed until that horrible day when the covenant invaded, destroying the MAC guns and heading for the planet itself.
This was also the birthplace of the Spartan II's. When the children were kidnapped for the program, they were brought to reach for training. The spartans all trained here for the entire time until they were ready to go on missions.
However, after a certain amount of time, the covenant had invaded the planet, looking for a particular object hidden within it. Several spartans were at Reach at this time. The planet was later completely glassed (The proccess in which the covenant ships rain super-heated plasma from thier ships onto a planet, reducing the surface to glass from the heat)resulting in the death of many spartans.

You will not play as the other ODST's in Reach, sorry to burst your bubble but it isn't going to happen. Plus Reach happened before Halo 1 did, therefor making it highly improbable that you even COULD play as them. The main focus of Reach was what happened there and what was discovered because of the spartans and Dr. Hasley, the creator of the Spartan II program.
