I think there might be one in campaign because they did have them as a prototype but if they are not in MM i am not buying it. Unless they bring the Halo CE pistol back. The AR is way underpowered AR games turn into team punchout. AR + Melee gets old Quick. At least the BR takes skill to aim they could make it one shot per trigger squeeze.

The BR does NOT take "skill" to aim, more so then any other weapon. 3 shot ANYWHERE on the body, and then you can strafe the cross hair over the head, and get a kill with any one of the three bullets. Not to mention, it fires so fast that missing two or three of you're shots won't spell disaster for you.
Every weapon in Halo 3 gives up something, in order to have an advantage. The Shotgun gives up range, the Sniper Rifle gives up rate of fire, the Assault Rifle gives up accuracy, Rocket Launcher gives up clip size, etc.
But the BR has the best of everything. High stopping power, high accuracy, fast rate of fire, long range, with a deep clip, and lots of spare ammo.
The BR is versatile, and it takes more skill to use effectively than any other weapon aside from the Sniper/Beam Rifle and the carbine.
Your "3 body shots + 1 bullet to the head" theory is wrong, in default settings it takes all 12 bullets to kill. First 11 take down the shields, and the last bullet to the head gets a kill. Any bullets miss, and you don't get the kill.
Also you say that, "it fires so fast that missing two or three of you're shots won't spell disaster for you", which is just plain wrong if you are playing anyone good. Usually when two good players get in a BR battle at close-medium range, the person who misses once will die, and if they miss twice they will certainly die.
How many weapons in Halo 3 emphasize headshots? Just 4, the BR, Carbine, Sniper Rifle, and Beam Rifle. Obviously, that means they take more aiming skill than every other weapon, because head shots are harder than body shots.
