It should have been obvious by now that Bungie doesn't half-ass their games. The don't leave unnecessary excess or leave something important out.
If you read what we've discussed, many H3 medals are NOT in the ODST medal database. If it's in there, it's meant to be - it's not going to be a redundant waste of space...
Regardless of whether it is supposed to appear in-game or not.

First of all, uploading a GIF to their server has nothing to do with the game. You do not know that the game can upload information that indicates the sword spree medal.
Secondly, leaving something in a game with no way of finding it besides hacking or glitching is not bad programming or laziness. I bet that at least 90% of games contain something in them that is unused.
Thirdly, there's LOTS of things that have been found in game files or depicted in images on disk that are not found ingame. For example:
* The agility powerup in Halo: CE
* Flood forms that carry jackal shields, unfinished but found in Halo: 2 game files
* the previously mentioned flood juggernaught
* I don't have any proof of this, but I'm guessing that there's probably a bunch of unused audio files in most Halo games, and certainly unused textures or art for buildings and regions that were never implemented or modified before the final copy
As games move from alpha version to final retail version, stuff changes. Things are added, things are removed, but usually they aren't completely removed from the game files in case they want to use them later. Instead they just never actually use them in game.
You can either spend time rooting through code, removing every reference to whatever it is you are deleting which will in no way affect the gameplay, or you can spend time doing something usefull that will make the game better. Which do you think Bungie would do?
