I think the "Y" shaped symbols have been drawn by the engineers as a way of mourning the Elites. I think they liked the elites as they were probably treated much better and the brutes do bad things to them =(

...Another possible clue is the little "Stonehenge" room with the two dead Elites. It has 6 pillars, with the 'Y' markings on them, two dead Elites, two Engineers floating around, and a Carbine on the floor next to one of the Elites. What are those markings for? Do they show directions to anything, similar to all of the SI symbols around the city that point to Audion Logs and Beacons? Why do they look different, without anything between the prongs?
These same symbols are located in the Tayari Plaza section at night, while playing as the Rookie, where all the dead Elites and Brutes are. Why are these special symbols only where Elites are at?

So, we're left with many questions. Why are there spaces for medals next to the Weapon Sprees of 10? Why are there Sword medals when there is no Sword (that we know of) in the game? What are these symbols that only show up near the dead Elites?

Y'know, I think this is another 'WIN' theory (even though it wasn't very researched, or laid out), along with the OP.
Some symbols (Like some I saw in a place identical to Tayari Plaza) have a SI logo in all three prongs. Maybe the Engineers are tied in with Virgil, who, for memory, has been merged with the SI.
So if the SI=Virgil, then that would make perfect sense as to why symbols are near the elites and points of interests: Virgil, who (once again) for memory is a renegade Engineer, helps other engineers when the invade Earth with the Covenant to see what is happening to the Elites via security cameras. He helps Humans (time to listen to Sadie's Story, if you haven't already), and so tells the engineers to mark out these symbols to show the Humans something deeper than the story of the game.
One reason to back up this theory:
-The symbols can only be seen in VISR mode, and the SI (Virgil) probably had access to the ONI Building (Alpha Site). Using this information, he (/she, or it) could base the markings in Infrared or whatever the VISR sees, so the Brutes don't, to show the Humans what is happening, who is friend or foe (Elites = Friends, Brutes = More foe than they used to be).
In Halo 3, Elites are allied. ODST is set before Halo 3. The markings could be clues to the Elites being betrayed by the Covenant, and the SI could be warning the humans not to hurt elites, if somewhat vaguely. As to the "Sword in ODST" Theory, well thought up, and I'm sure you are right, but I don't believe it. Good research and astounding HTML manipulating to find GIFs and whatnot. Kudos, but not in my eyes.
