Anyways, why do covies need boats? I mean, they have anti-grav vehicles that can just hover over the water (An excellent example is the Spectre on the last level of Halo 2), and they have fast-moving, fuel efficient, aerial transports.

The Human Navy is composed of those Space Crafts (Frigate, Marathon Cruiser, ect.).
The only planet that I see of having a water-bound fleet would be Earth, seeing that the aerial transport and Space Ships are so much faster and efficient.

as plasma3150 said, they have anti-grav vehicles. There is really no need for the covenant to have a vehicle that would function in water.

Yeah, it looks a little odd... but a mission aboard a boat would be cool, a UNSC concept would need to be created though.

The Jackals are well known Pirates. Their planet had water and they did plenty of sailing.

that is the most stupid idea i've ever herd off Fisrt:Covies have phanthoms why would they waste time makin that thing Second:that wathever it is is just plain ugly and third:That freakin idea is old bungie won't waste time making things out of the game concept

1: The Boats would be used for Submarine exploration and whatnot. And naval combat IS an option, even at this point in the war.

2: Yes, but it is a fan concept. The actual one would be worked out to look nice, I guarantee it.

3: I personally think defending a ship from a Covenant naval onslaught would be an AWESOME level. And it would work out to fit in the game anyway.

Well then technically you could say the same about Warthogs and Elephants. They could be replaced by the aerial vehicles just as much as boats...
