Rawr! Once again, thanks for your help, Lord Josefius2, the concept art is great! To address the concerns with canon, the base is a secret ONI facility built to re-engineer covenant tech and find ways to implement it in the UNSC to gain an advantage in the war. They did not have much luck, however, as the covenant plasma weaponry simply refused to be engineered; they simply could not understand it's workings. Given enough time, they would have made a breakthrough, but realizing that time was one luxury they were very short on, they set their gaze on a different piece of technology. The bubble shield proved to be easier to work with, and in just weeks they found out how to boost it's radius 100-fold. The final plan was to use giant shield generators hooked to their starships to generate impromptu shielding, and thus be an even match for the covenant craft. Such a technology would turn the tide of war, and make even the spartan project look insignificant in comparison! Unfortunately, the scientists never got the chance to finish their research. The covenant came and began glassing Reach before they ever got past the prototype stage of their research. Once the scientists heard that Reach was under attack, they gathered their notes and research, and left the facility in the hands of it's resident AI, with instructions to keep the facilities prototype bubble shield up for as long as possible, to try and protect the remaining data inside, the stuff they could not take with them. They have never been heard from since, and are declared MIA. If someone could trace their whereabouts, the war would turn in the UNSC's favor. Sounds like a job for a spartan, doesn't it? Dun dun dunnnnn. And that, my friends, is the incredibly convoluted history behind the map.
