Modding maps for looks is fine in my opinion. But if you do it to win games and cheat then its stupid. Ive seen some really awesome looking skins for maps and stuff like that.
Several of the people I used to know modded for the fun of it rather than to ruin matchmaking, myself included. With mods there's several things you can do, and with it you can have loads of fun, it may seem like the only modders there were were the 5 year old kids who went and bought Splinter Cell and an Action Replay and used pre-made mods for matchmaking so that they could rank up (Which was completely useless.) but there was a lot of people who didn't do that, they simply stuck to custom matches and messed around with their flying warthogs, random spartans/elites that just stood there, spawning random things, etc. On top of that, you didn't necessarily need to be the modder to be able to use the mods, because when they hosted the game, they could have everyone use the mods.
I'm with you though, mods never should have been used in matchmaking, as it ruins the entire purpose of it, and since then, players who're desperate for ranks on Halo 3 use several things such as a lag switch. To me, the whole ranking system eventually killed the community, which is why I only really like playing customs on Halo 2/3, that and the fact that I'm banned from Halo 2 matchmaking for modding, even though I never used mods in matchmaking, they had an automatic 24 hour ban after it detects modified content on your Xbox. And to be honest, I didn't like matchmaking on Halo 2 because of all the stupid modders, even though that sounds like I'm being a real hypocrite, I'm not trying to be.
Overall, mods aren't always a bad thing, but they can be when people who care so much about precious ranks on a game want to "Be good" at the game. They're also extremely fun and can be good for changing the way a map looks to make it feel almost completely different.
