In that case: the Rocker Launcher would be a necessity since people would be missing Rocket launchers all the time and having only a few on the map would mean that everyone would focus on fighting for those. Now, if they have enough for everyone then it would be pointless for the Rocket Launchers in the first place, it would just a another hassle to go and find Rocket Launchers.

We should all spawn with infinite ammo Rocket Launchers.

That would be a clever response, only problem is that rockets aren't a nessecity, they are a power weapon that has a long respawn time, but you can just as easily use other good weapons to kill instead. Now, if your low on healthbars, then health packs are needed, or else you will die much faster and be at a great disadvantage, especially if your whole team is in that situation, then only 1 or maybe 2 will get health and the rest of your team will be weaker. Not to mention, you can't counter low health against someone with skills, you need that extra health to get the same chance as the other guy, where as with rockets you can use many things like a sniper and a BR to fight a rocket (unles your too close).

Um the health system already works like that in Halo 3. You still have health but it is invisible. Have you ever die by a grenade when you have full sheilds? It was because your health was low. Bungie said the health is there and it replenishes but as sheilds takes about 5 seconds to recharge it takes health about 10 seconds to start to replenish

Here’s what Luke had to say about the differences in treatment between the Spartans and Elites in Reach:

“Instead of piece-by-piece customization like the Spartans, Elite customization is a full model swap with models selected from the various Elite classes appearing throughout the Campaign. There are all kinds of reasons for this, not the least of which is our continued emphasis on the Spartan as your identity in Reach.”

For campaign, I would make it so that the base health bars only regenerate when you stay still for 30 seconds without being shot.

Halo 3 had recharging health and shields already. You just cant see the slower charging health bar.

If you dont believe me go into multiplayer shoot someone a bit past their shields let the shields recharge and shoot them again, they will die faster the second time around because their health hasnt fully regenerated.
