here's what it says in the ati catalyst help file:

Not really it makes your invisibility look rounder and when you look at the sun near a tree it looks slightly better.

does this slow down performance like using anti-aliasing and anisotropic-filtering would?

Not much when a lot of particles are on screen is slows more than it usually would.
