Uh...Deployable Covers have been around since Halo CE. They were just made into equipment in Halo 3.
Anyways, the BR Prototype was around during the first battle of Harvest (2525), it would be idiotic for it not to havebeen in production until 23-24 years afterward.
Actually, it could still have not been in production by the battle of reach, or at least not of had been massed produced. there could of had been problems with it, therefore a change must of had been aplied, then go for live testing. But, after the battle of reach, all test where droped, and the rifle was pushed into service. same happend with the lee enfield, the M1 Garand, the thomson smg, the M16(to a certain degree, the war showed up as the rifle finished developement), and the legendary AK-47.
But a quarter of a century? The prototype already proved that it was very capable, so why wait another 25 years?
