instead of having difficulty change by increasing the enemies HP, why not just make them smarter, better armed, greater in numbers and more alert.
EXAMPLE: generic encounter
Easy- there are 4 grunts with plas pistols and one elite with plas rifle. when they do notice you they miss 90% of there shots do not throw grenades and don't seek cover or try to dodge. you can really run trough them
Normal- there are 6 grunts with plas pistols, 2 jackals with carbines, and one elite with duel plas rifles. the NPCs will try to put you in the cross fire and keep you out of cover with grenades. but if you aggressive you and fast enough you can overwhelm them
Heroic- there are 6 grunts with plas pistols, 2 jackals with carbines, and two elites dueling plas rifle and a sword. this is a great test of skill the grunts will fire charged plasma shots at you, the jackals are always looking for the head shot and while all this is happening the elites are rushing you this requires speed, accuracy, proper use of grenades and melees this difficulty will alwas keep you on your toes
Legendary- there are hidden jackals with beem rifles and cameo elites with swords waiting for you this requires lightning reflexes, perfect accuracy, proper gear, and divine intervention this should be a great achievement
