SETUP:
I think a good way this game could be played is by the point of view of one Spartan at a time. Maybe you play as John for a little and somewhere in the game you encounter Sam. Then when you go to Start New "Campaign", you have the option to choose Sam and you play from his point of view and found out what he was doing the whole time. And maybe Sam encounters LInda, and so on. Then you find every detail of all the spartans stories.
And maybe when you finish every spartan's campaign, you unlock Buck and find out what he went through on reach.
New Gameplay
Sneaking up behind an enemy and stabbing them, snapping there neck, disarming they're weapon, maybe even make your own custom assassination.
If you sneak up on an enemy or stun them, you could hold them hostage ( Gears of War )
Setting up Mines that are hidden that enemys cannot see.
Hand-to-hand combat.
Maybe having to hit certain button sequences to do something special. ( Tomb Raider)
Customization
Creating your own spartan's look for multiplayer.
Creating your own guns. Adding attachments, using certain bullets, changing the skin, or just how it looks all together.
Customizing your armor so say you make your Spartan bigger, he has more health, but less speed, etc.
Creating your own vehicles. Changing skins, maybe even changing the weapons on it, but that makes it so the vehicle reacts to the weapon. ( You have a warthog and it has a missle pod on the back. But the only way you can use it is if your not driving.
Making your own scenery for maps.
Maybe even making your own armor online or something.
