It would be a team objective/slayer game with one player being a "Forge Monitor." The monitor would be able to build anything from forge, but would start out with a very limited budget. Teammates need to score kills, capture objectives, (like land grab), etc. to get the monitor more budget to supply them with.
The maps you would play on are pre built, but only half finished. Certain key elements would be missing like power weapons, staircases, un-bridged gaps (build a destructible bridge or buy a grav lift to get passed), blockadge that needs to be cleared and other obstacles (need ideas!)
Certain Overpowered weapons would be placed in hard to reach places on the map and cannot be bought. (tank, banshee, etc...) you would have to spend some money building your path to them.
The overall point would be different per game type, depending on if its an objective/slayer, one-sided/two-sided, flag/bomb or just land grab.
An example of a game type would be "one-sided conquest." it would feature a fairly linear map with lots of chokepoints and several off-path flanking routes. one team builds make-shift bases at the chokepoints while the enemy team works to get power weapons to tear them down.
