If it can actually get to work, then I support this idea 100%. I loved playing on the user-made maps for Custom Edition.
The main problem I can see arising is server space - with all those maps being created and uploaded, it has a high possibility of taking up too much space. There's also the possibility of users putting adult material into their maps.

Agreed. Server space would be a huge issue, though it can always be overcome.
As for adult material, all you would need to do is have a report feature, like the forums, on the file shares in game and on B.net, and it will definitely get reported.Indeed. A flagging feature would be a necessity. As for limiting server space, a maximum file size would need to be implemented, and a maximum number of files, too.
With Custom Edition map files being about 40mb each, and 80-ish for the biggest maps (Coldsnap is 70mb), I'd think the smaller Reach maps would easily be 80-100mb. There will be so much more detail to load. Add new vehicles to the mix, and you've got about 200mb to work with, per user.
That's a lot of data.
I'd say give a 1G of data to player with Bungie Pro. This way, players who are serious about making maps can pay their once a year price, and get to make a large amount of maps to place on their file share.
Normal players, however, would be limited to about 100-200MB, which means only about one decenct map for each player.
1G is a lot of memory space, though, so I don't know how exactly Bungie would provide that. Very true. I wonder if there's a way to link the servers to your Xbox, and use you Xbox as a server itself. Like torrenting. Have several people who provide the data, or even just have the one.
Sure, it'd be a huge challenge to make, but the rewards would be epic. Finally, people would be able to fly Pelicans, drive Scarabs, and (the really ambitious) fly UNSC Frigates.
