Um it isn't a problem you spend time fixing. It is a problem that you just don't put into the game. Another sign you don't know anything
Taking an option out isn't as easy as "we don't want it, so poof it's gone." Bungie loves their games, and because of that have a very rigorous screening method for new idea implementation. Bungie would have to devote time and resources into determining whether the idea was a good'n. Obviously they will second guess many ideas they want to put in, but their time could be better used to solve larger problems, rather than decide if this insignificant glitch (or idea made by Bungie) is really worth their time.
The answer is. Would you rather have me diagnose and fix your car or the 20 year owner of a mechanic shop. A guy that has spent years getting to know the inter working and quirks of a car.
Answer is you would rather have a Gamer that has spend he time gaming trying to be the best by understanding every aspect of a game or the guy you pops the disc in for 2 years and doesn't even know what Aim acceleration is. Or bullet refund. or wall glitching(it might have another name but where your hitting the guy but on host screen your shooting a wall. You might know some of those since we bring these travesties to your attention but I doubt it.
Competitive gaming is a small aspect of the video game industry. The truth is, the majority of the gaming community are casual gamers, and at the end of the day Bungie is a business. They want to bring in a larger fan base (as all gaming companies do), so they make the game work for more casual players.
I understand that casual players won't even notice the changes associated with these tests, but why not get both opinions on the game from both casual and competitive players? Your car analogy is off because competitive players are not like mechanics since they do not know the inner workings of video games, they merely desire what makes the game more competitive.
You could point out all the glitches associated with the game, but that then requires time and resources to fix the problem, time and resources Bungie could spend making the game a better experience for both casual and competitive players, not just competitive players.
