Personally, I think an actual "skilled" person in Halo 3 is someone who knows how to win with every weapon and combo in the game, not just a single weapon like the BR, Sniper, or even the AR. Of course, that excludes me, as I have yet to get a kill with dual plasma pistols. :D

In no particular order:

10: A larger variety of weapons and vehicles, with equal numbers of UNSC and Covenant. [No Brute, plocks.] Also, everything in Campaign, including Hunter assault cannons, Shades, and Dropships, should be usable in Multiplayer.

9: A successor to Forge, meant as an actual map CREATOR instead of a map editor. I don't care if it still revolves around placeables like Forge, or if it's more Hammer- or Crysis-esque. I just want an actual map creator. I think Cartographer would be a good name. Also, remove the limits. Lag and balance are the creator's responsibility, not Bungie's.

8: Health, like in ODST and CE, with the accompanying health packs.

7: A machinima studio mode, where players can be anything from campaign, and can change their options and appearances separately from one another, at any time. Maybe there could be more options like explosion triggers, posing and object movement, I don't know.

6: High-quality AI. I don't mean like super-intelligent AI, where you can let Marines do all the killing since even Grunts seem to be master tacticians compared to players. I just mean characters that act as they should, not Marines that drive off of cliffs and Brutes that stand around and be bullet sponges.

5: Enemy variety. I want to be surprised by the variety of different enemy types I'll face, and the plethora of strategies they'll use against me. Always fighting the same enemies who always do the same thing is boring.

4: Remakes of as many past maps as possible. If you don't want to confuse people, you don't even need to rename them.

3: A firefight mode that's even better than ODST's. Maybe add some custom options, or intertwine the map creator in some way?

2: Many more options in Custom Games, like spawning with any weapon, editing damages and health by the number, or teams having their own individual options.

And DEFINITELY in a particular order:

1: A completely balanced weapons sandbox, with no overpowered do-alls or useless filler. Every weapon should have its own niche, its own weaknesses and resistances.

1. Third playable character(Brutes or something else that could work)

2. A Real Map maker(Using PC as the tool, Bungie site as the holder&down loader to your 360)

3. Fire Fight(with amazing improvements)

4. Machinima/Story mode(Can use any race/character from the Halo series to make machinima videos in multiplayer maps) this would also combine with the more than likely, Theater Mode.

5. Theater mode fully function and can even download your Halo:Reach clips to your PC to make making montages much easier(no need for capture cards)

6. Greater amount of weapons and vehicles in both campaign, multiplayer and its possible fire fight.

7. Fully customizable character, armor, color, race, gender(will show a significant difference), be able to add you voice to your character to make him say things at random times. (Example: *sticks someone* your character would say using your recorded voice, "Gotcha ya!")

8. More skulls for both campaign and Fire Fight.

9. If the Infection game type comes back, those infected will look zombie like(torn limbs, decaying, etc) or be a Flood Combat form guy. I know flood isn't in Reach, but its a game, come on!

10. A option to were if you become Juggernaut, you become a Hunter for custom games or even social games.

10. Get rid of unnecessary enemies(drones)
9. More custumization in custom games
8. A more in depth story that follows the book but adds new things
7. Weapons should be more balanced. Covenant Weapons are thousands of years ahead of human weapons, why do they seem so weak and not worth taking. The plasma weapons are complete jokes
6. Everything should be grander (almost an mmo)
5. More vehicles (bring back spectre from H2)
4. More diversified weapons. Most weapons in the covenant are totally different from each other, there should be more of similar types. There should be at least 6 plasma weapons, more needler weapons including a needlelauncher or needleturret. Stuff like that.
3. More ranks among enemies, and change A.I. due to their ranks
2. All AI should be smarter, it shouldn't be unrealistic for their "military experience"
1. More epic moments/situations. Like some parts in ODST. In the novel they blow a whole valley up with anti-tank mines, killing thousands of grunts at once. You should be able to do that/ set up the situation. Gameplay should be more free, and not restricted to the same old stuff.

Here’s what Luke had to say about the differences in treatment between the Spartans and Elites in Reach:

“Instead of piece-by-piece customization like the Spartans, Elite customization is a full model swap with models selected from the various Elite classes appearing throughout the Campaign. There are all kinds of reasons for this, not the least of which is our continued emphasis on the Spartan as your identity in Reach.”

1. Classic Halo Multi-player
2. Scoped Assult Rifle/SMG Primary Weapon
3. 5 shot kill BR
6. The lack of classes
7. Mix of Brutes and Elites
8. 2 Disc experience (Like ODST) for a bigger game
9. Map Editor

4. Massive amounts of options.
5. Every Halo FPS map ported.
10. Matchmade Firefight with 8 player teams.
