Their massive numbers and ferocious tendancies make them great cannon fodder. Add to that the fact that they are easy to control and in numbers they can easilly overwhelm most opponents, and their addition is a no brainer.

A Grunt would be more powerful than your average human Marine. Why shouldn't they be in the Covenant?

They were invited to join the Covenant after devestating drought on Sanghelios forced the Prophets to divert huge shipments of beans to keep the Elite homeworld from starving to death during the cold winter of 2489. In february of 2490 it became quite apparent that the Elite homeworld was due to become uninhabitable for other reasons. The grunts seemed like a natural choice.

Really? I thought when the San'Shyuum, (prophets) first formed the covenant, the Unggoy (grunts) were the first to join, the elites and the others joined the covenant well after the grunts joined the covenant.
