As much as I don't want to like achievements, if they're attainable, I really want them. No, they don't mean anything, but people think they do - which makes me think they do. If someone else has one and I don't, it doesn't mean I'm worse at the game, but at the same time, it does. It's really just a mental thing. Anyway...
Pros
1. Unlocking stuff adds more value to the achievement. This is not just theoretical value, but value that you can actually use.
2. Creating long term achievements that unlock stuff(say - reaching 50,000 kills in ranked or social MP, getting 1,000 kills with the Carbine, etc) would potentially keep people playing the game longer, and/or prevent multiaccounters from being so willing to create another account to mess with people. Even after you reach the achievement, you have something to show for it that you don't want to give up so easily.
Cons
1. We've all been in games right after they come out, and some idiot on your team is using the crappiest weapons or tactics, causing you to lose the game. Why? Because there's some achievement involving this. While this type of gameplay happens with or without achievement rewards, imagine how much worse it would be with them. If there were awards for achievements, especially long term ones, you'd have people playing like idiots to be the first to get their new hyubasa (sp?) - or now recon.
2. People will find ways to cheat for achievements, which could also ruin MP gameplay, and be frustrating for the people who try to get them legit.
Overall I think Bungie actually needs to implement this AND in the long term. Make an achievement for 50,000 campaign or MP kills so people keep their accounts, or so they always have something ahead of them to look forward to. I think it's a great idea.
