Meh. It just popped up in my head.
Perhaps in Halo: Reach, we have weapon loadouts?
Just like in Halo 3, you customize your Spartan (or Elite), choosing the color, armor, etc. and in the same menu area you can choose your starting weapon, pistol, and 1 equipment.
Starting Weapons
-Assault Rifle (or Plasma Rifle)
-Battle Rifle (or Carbine)
-Silenced SMG
Secondary
-M6D (accurate, powerful, slow ROF)
-M6C (dual-wieldable, faster)
Equipment
-Flare
-Bubble Shield
-Trip Mine
Grenades (start: 2)
-Frag
Since you customize your weapon loadout where you would customize you Spartan, your chosen starting weapon will appear on your character in your Service Record.
There would be a "No Weapon Loadouts" option in where you customize the gametype, allowing for games and playlists not using this system.
Of course, there would need to be tons of balancing to work out the starting weapons and equipment but it could be done. This system would ensure a different starting experience every game, and there would be nothing stopping you from picking up weapons and equipment in the map and from other players.
Equipment spam may occur. Perhaps you can only use your chosen equipment once per game, or it will "reload" after a 90 second interval when you respawn again?
