Now, before you say "Oh, Justice One Duo, the Arbiter was not the Arbiter until Halo 2!! Why are you an idiot?", just put your typing fingers in your pockets and read the following sentences.

Alright, so as we all know, the Arbiter is a rank bestowed upon a sole Elite for the purpose of killing a bunch of -blam!- in times of needing a bunch of -blam!- dead. Most of the missions are suicidal, but hey, who cares? So, there have been Arbiters to "take care" of the Hunters and Grunts, but they were Elites from a long time ago, so they do not pertain to this discussion.

Next, we can assume that, after years of searching, the Covenant may have assumed that Reach, due to its stronghold like status, was the Human homeworld. I mean, who would not? Therefore, they send mucho Covenant to attack and destroy said world, while recovering any Reclamations.

Finally, Reach may or may not be a squad-based shooter (all signs point to yes, but lets just say it is for now).

So, the meat of my discussion. The Arbiter we first see (chronologically) is around 2531. He gets his ass beat by Forge. He dies. The next Arbiter we see is 2552, who is the "good" Arbiter. That is 21 years. Therefore, I assume that there would be a few more Arbiters in said 21 years.

Now, we know that the Fall of Reach is around Fall of 2552, and the "good" Arbiter was made around Fall-Winter of 2552 (I could easily find out the dates, but for the sake of speed, just roll with me here). So, lets say that there is another Arbiter during the Fall. It would make sense, right? They send him in to attack this "Homeworld" (which would be their best victory), and find some Forerunner stuff. He gets his ass beat, end of story.

This is how it could fit in with gameplay:

IF it is Squad Based, IF it has a Covenant Campaign:
"Reach" Arbiter is sent to Reach. with a group of Covenant to go with him. Maybe all are dishonored/not conformy, so that is why they are chosen.

"Base" Class: Arbiter (he is the leader)
"Heavy" Class: Hunter (Maybe his bond brother died, so life is not important to him, blah blah blah, goes with Arby)
"Close-Combat" Class: Brute (Crazy ass Chieftan, he and Arby vie for leader position, yadda yadda yadda, end up being friends)
"Tech" Class: Engineer/Drone (There you have it)
"Sniper" Class: Jackal

They could go about, do -blam!-, be awesome and whatnot. Then, at the end "New" Arbiter could die, paving the way for "Good" Arbiter.

So, what do you think? The time would be able to work out, it could shed some light on the Covenant race, how bout it?

Short version: Different Arbiter in Reach, different Covenant for teammates, Covenant Campaign, fleshed out Covenant Story, lots of fun.

I like this idea but... why an arbiter why not just a high ranking elite or something i mean the arbiters look like they belong in the covenant renaissance time period. Like some oldass armor that doesn't even compare to the new elite armor come on this guy is supposed to be your knight in shining armor!

There could just be a random Elite, but an Arbiter would be pretty cool (a way to show another part of the Covenant). The only other cool canonized option would be the Imperial Admiral guy from Ghosts of Onyx.

He could make for a good boss. The arbiter running at you with two swords.oh cutscene, the arbiter lungs at you, you dive out out of the way, his sword goes into the wall. He swings his other sword, you catch his arm then snap it. The arbither howls in pain. You jump on his back and begin the stap him in the neck over and over with you combat knife. He manages the fling you off his back, then punchs you hard in the chest. You try to crawl away reaching for the assult rife witch lays about 3 feet away from you. The arbiter picks you up by the throat, then you take your knife and stap him in the wrist. He drops you, bleeding from his wrist and neck, then falls to the ground in a bloody mess."Your one tough son of a(insert the B-word here)." You say with a sigh. That would be so epic!

He very well could be seeing as halo wiki says there is an Arbiter about half way down the page. I think it would be a cool battle between him and a group of spartans my self.

The'l Vadamee aka good Arbiter was still a shipmaster at this time & was at Reach- so they could show him commanding his fleet or some cow dookey like that. That'd b cool.

Exactly. They could show him, you would be all like "Hey, I know that guy!", maybe he drops off "new" Arbiter at Reach, then pops off to Alpha Halo.
