When playing campaign with 1-4 players, choosing counter ops randomly assigns one player to spawn as one of the upcoming enemies (randomly assigned). When that player dies, he respawns as an ally Spartan, and some one else spawns as one of the upcoming enemies.

While you are the enemy, you do not mess with the game continuity, because you can only spawn as an enemy that would have been placed anyways, and you can only use the weapons you are given.

This game type will add more challenge and interest to multiplayer games, advanced players already find four-player legendary to be a piece of cake.

It would suck because anyone who spawned as the enemy would help out their friends by betraying their team.

Why would i want to play as a grunt or a jackal when i can play as a Spartan ? The problem with these types of things is no one wants to be on the enemy team. They are usually weaker, and are at a severe disadvantage. It's almost never fun. If I'm going to try and kill my creepy internet friends i want it to be balanced; not a game of chance where one team always gets the advantage. I would never want this in a Halo game.

You could betray your team, but like what happens when you kill the marines, the Covenant would just turn against you. Besides, you would lose campaign scoring, and some people would want to play as the Covenant just for the sake of the fun.

And you don't always play at a disadvantage, you have one major advantage: you could spawn as something as lowly as a Grunt with a plasma pistol, or something as high as a Hunter (or something equal like a Brute or Elite!). Either way, they don't know which one you are and will be very surprised when that little Grunt shoots an overcharge blast at them at just the wrong time. You can use characters in unconventional ways, like using the flying advantage of a drone to get behind unsuspecting players.

Also, playing at a disadvantage adds to the fun, and the more disadvantaged you are the more likely you are to die and become a Spartan anyways, and rotate to allow some one else to become one of the opposition.

And about your "creepy internet friends", this obviously would be a custom game type thing, so it would mostly be played with your friends at your house or with people you know pretty well over the internet.

I don't think it would be irritating at all, it would keep the game more fresh and interesting then just four people blazing through everything. Imagine having to take on an intelligent Hunter or Brute Chieftain!
