A pelican in campaign? Sure, no complaints there.
A pelican in multiplayer? It would be broken, as you predicted our response would be in the OP.
Lets take the banshee as an example. How many times have you been splattered by a banshee? A lot if you play BTB where the banshee primarily appears in. And now you are saying you want a huge banshee that can splatter just as easily? Nobody will use the pelican for transport, its just going to be a huge battering ram.
A way this problem could possibly be solved is by making the pelican vulnerable to hard landings.
Also,a Banshee flies diffrent from a Pelican, it flies a bit like a plane.I would imagine a Pelican to be more like a helicopter or a "hovercraft".
Back in the halo CE days,flying a pelican was really hard.

Not to mention that you shouldn't need a vehicle to carry all seven of your team mates. Increase the number of players per team then eh? But as you increase the number of team mates, your individual sense of importance drops by a lot. You may be a great player, but there is no way that you can assault a fortress with 18 players inside of it by yourself and expect to come out alive, no matter how bad they are. By sticking to 8 players per team, you not only cut down on terrible terrible lag, but you also preserve the importance of each player without sacrificing the abillity of doing cool things like attacking with vehicles and such.
There are some games that have about 12 players per team.(I think battlefield and the like)Or,i could be confusing with the PC games.
Besides,does everyone stay in the base in Valhalla?No,they want to get kills.(I know this might be diffrent in Reach with diffrent maps)
And if those maps would be more focused on fortress combat wouldn't it be cool to lead an arial insertion with a(2?) Pelican(s)?I'm dreaming again :P
