In Halo 1 Covenant vehicles had standalone health. In Halo 2,3 and ODST player's health = vehicles health. Especially in ODST it annoyed the hell out of me, it made no sense my stamina prevented a vehicle from exploding.
1. Vehicles should have their own health bar. Once the vehicle runs out of health, it explodes and your shields or health won't prevent it. This also means normal bullets hitting the vehicle itself shouldn't reduce the health of driver and passengers. There would still be options for indestructible vehicles.
2. Limited ammo for vehicles could also be an interesting change. Vehicles and turrets would have lots of ammo, but eventually run out. People would have an extra reason to ditch vehicles.
- Scorpion could have 12 rockets and 500 machine gun bullets
- Ghost could have 500 plasma bolts
- Banshee could have 20 Fuel Rods and 300 plasma bolts
- Machine gun turret could have 800 bullets on stand, but 200 bullets (or less) when ripped off.
...They would still be very powerful, but less so. There would also be an ability to turn the bullets infinite.

3. Certain weapons have effects against certain vehicles.
- Plasma pistol charge shuts vehicles completely
- More weak spots like engines, maybe tires could get ripped off
