OK, so, for me, and most likely many others, the Halo series has always been the top game for Machinima. Red vs. Blue, Arby n' the Chief, Hard Justice; almost all the top names in Machinima have used Halo.
Well, if you haven't heard (zips up flamesuit) a litte game by the name of Uncharted 2: Among Thieves for the PS3 is featuring a "Machinima" mode, where players can create their own sets, their own character animations, play as any of the games characters, and much more. Proof here.
For those of you that don't know, Machinima is the art of making videos and movies using video games and a medium. I have been in this field, making videos for the past while, and, of course, use Halo 3. Link to my group's YouTube page, if you are interested
I think that Bungie needs to top this. Here are a list of things I believe would make a sucessful Halo: Reach Machinima mode:
The List
1) Ability to make much more detailed and personalized maps, via an ACTUAL map editor/creator.
2) Ability to play as any character, friend or foe, from the game's story mode.
3) A very customizable NPCs system where you can assign NPCs to a team. You could have 1-10 teams, comprized of any characters/faction you want. It would be similar to linking teleporters. You could even turn them off, so they don't move.
4) Custom animations - players could use any character, friend or foe, and make custom animations for them to act out in their video.
5) Ability to lower your weapon on Xbox Live, in custom games only.
6) Ability to use the "Machinima" mode over Xbox Live.

I would like to see added to the list:
1. Putting your weapon down to a single touch of the D-Pad, a-la local Halo 2
2. Flashlights in Multiplayer, different D-Pad direction
3. Ability to spawn with no weapon, along with NOT automatically picking up the first weapon you come within 5 feet of.
4. Displaying all stored weapons, when appropriate.
I.E. If a player has an Assault Rifle and a Magnum while on a Mongoose, the Assault Rifle should be on their back and the Magnum on their thigh.
5. PLAYER MODELS LOOKING WHERE THEY AIM! In Halo 3, when a player is looking directly at another players head, in third person it looks as if they are staring at the ground. Fix. Kthx.
I know there are more floating around in my head, but I only spent about 7 minutes thinking and typing this. If I think of more I may post them.
Some of you may think these ideas are stupid, and not possible. Most of them are. If Uncharted can do it, so can Halo.
If you have any ideas, please, them them and I will add them to the OP.
