A higher framerate means more defined and fluid animation; you might not catch it at first, but the difference between 30FPS and 60FPS is actually pretty jarring. Higher FPS means more frames for animations and explosions. Have you ever watched one of Halo 3's effects in slow motion, and noticed how smooth/cool looking it is?
If you don't understand, a higher framerate technically means slower motion - videos shot at 10,000 frames per second are slowed down so that all of those extra frames are visible. That's a little off topic.
So, the challenge with 60FPS is that everything needs double the keyframes to look good at such a speed. Halo 3 looked great in 30 FPS because Bungie has some really talented animators and artists.
However, if Reach ran in 60 FPS with interpolation between keyframes to ensure smooth movement IN slow motion...
Oh man, that would be like sex. Seriously. Imagine a spartan backflipping smoothly in slow motion, with a huge explosion behind him and a slowly vaporizing sniper trail in front of him...OOOH
