Never mind 'wat', it's possible. There have been many Arbiters since the formation of the Covenant, and in Halo 2, you can see dozens of pods in the Mausoleum, within each the body, or something to remember the Arbiter by rsts

I remember reading on Halopedia that there was only 17 Arbiters (correct me if I'm wrong)


I also remember something in the Halo wars mannual saying the one there was the 17th and the Halo 2/3 one was the 18th
no there were only 18 during the age of reclamation! if you add up all the arbiters over all the different "ages" then it adds up close to 100.

Halo Wars: Genesis says that Ripa 'Moramee was the 16th Arbiter in the Line of Glorious Succession or something similar. There could be multiple "Lines" of Arbiters, related to their ancestry or circumstance of recruitment. Or maybe even the suit of armor they wear (which would mean that Ripa was the last in the Line of Glorious Succession and that Thel would certainly be in a different line).

yea on halopedia it says that there were 18 arbiters for the age of reclamation. who knows how many ages there were but it says that there have been around 100 arbiters. so yeah.

Also, Truth himself states that no enemy has ever withstood the might of the Covenant, so either they were absorbed or they were exterminated, just like humanity was about to be.

What would be interesting is if you played as one of the first arbiters, your mission would be to kill important leaders of other races. Think about this, The Covenant is brand new and are trying to recruit others for their "Great Journey". Any race who denies them they will try and take control of and force them to join the covenant. This probably happened with the hunters, thus the Taming of the hunters. So your mission as the arbiter would be to help invade and entire planet controlled by hunters! This would be awesome to see hunters using vehichles and ships and different types of hunters like a less bulky infantry type! Maybe some Hunters with energy shields?


Too bad the Hunters didn't have a planet, they were found in an asteroid belt that used to be a forerunner installation, They weren't found in the large armor, but found as individual Lekgolo eating the forerunner alloy out of the rock. When the Prophets found them, they ordered their destruction, but proving to spread out, and not wanting to damage the remaining forerunner artifacts, they decided to try and absorb them (just the ones that didn't eat forerunner artifacts) and they proved very efficient when bonded and then were protected by the repurposed Covenant warship battle plate armor. They were also helpful in the exploration of the forerunner dreadnaught. They did not fight back since they did not have any weapons to fight back with.

Correct me if I am wrong.

some people have told me that the hunters had a planet others have said what you said. but no biggy that was just and example of a mission bungie could always make a new really big alien. and i didnt mean perks like COD i just meant like new different abilities like maybe this arbiter has camo and this one can use dual energy swords. and maybe this one is amazing at sniping, stuff like that.

I thought there was only one Arbiter and then that one died recruit a new one and ya you get the point. What would be really cool is to is to be a special opt elite. I think that's what they called them! Other wise it would be called HALO: Arbiter.

EDIT: You know the only way it would be called Halo: Arbiters if you would go through chapters of diffrent Arbiters. That just popped up in my head!

no like you would play as arbiters from all over the timeline. like this one died in 2201 and this one died in 2307. see you would just jump all over the timeline and learn stuff about the covenant and play in key battles and mission.

Maybe instead of jumping all over it would have a few shortish campaigns featuring different Arbiters, for a little more focus you know? It could be a nice ODST style expansion to Halo Reach.

2. 343 industries is taking over the halo franchise after Reach.

well it wouldnt be like you play as this guy one mission and then the next mission you play as another Arbiter. There would be a few strands of missions as a certain Arbiter. like 3 or 4 missions as 1 guy then onto the next!
