I personaly think we need to atleast test some alternatives to gameplay in Halo. I vote class system.

War never decides who is right; only who is left.

I vote cover, as long as its done well like in Killzone 2. It stays in first person and is easily the best cover system I've ever seen. Cover will change up the way Halo is played(a big change is almost mandatory in Reach) without changing the "find your own weapons" thing that is in Halo's DNA.

i think a new engin for halo entirely i want gore and lots of it like a form i posted eairler i want to be able to blow an elites arm of with a sniper, and i can say that i would like to see in multiplayer bodys expldoing as well like to bits and pices, but i vote other

You don't really test any of those things in a beta. You test to make sure that strange glitches don't happen ("I got grenaded through a wall and was stuck what the hell?") and to gather a ton of data about certain features (For example, one of the main reasons there was a Halo 3 beta was to test saved films on a large scale.)

Gameplay balance and Gameplay mechanics can be tested well enough by testers and you don't design a beta to specifically test these.

Chances are the Reach beta will be dual-fold: Testing a new form of theatre for Reach and testing a new render video service online that will be availible apon the game's launch.

yeah aren't the beta's really more for testing network specs... matchmaking... theater and stuff as you said, etc.
That and maybe bungie does it as a nice little gift for us fans...I certainly appreciate it.
